He was predeceased by: his wife Claire Ann Coble; his daughter Jana Louise; his siblings, Louise Storm, Richard (Dick) and Robert Milligan; and his parents, Scott Milligan and Elizabeth Milligan.
He is survived by: his children, Michelle DeVaughn (Mike) of Portland, Nancy Norton (Jay) of Lubbock, Texas and Stuart of Richmond. He is also survived by seven grandchildren; four great-grandsons; in-laws; nieces; nephews; and many friends.
Visitation will be held on Saturday, February 1st 2025 from 1:00 PM to 3:00 PM at the Central United Methodist Church (1425 E Main St, Richmond, IN 47374). A memorial service will be held on Saturday, February 1st 2025 at 3:00 PM at the same location.
