He was predeceased by: his grandmother Norma Phelps. He is survived by: his parents, Roe B. Phelps IV and Kimberly Phelps (Hylek) of Valparaiso; his spouse Kayle Hesson; his daughter Kinsley; his sister Krystal Phelps of Valparaiso; his grandparents, Roe Phelps III, Alan Hylek and Rosalie Hylek; and his parents-in-law, Rhonda and Tom Chambers.
In lieu of flowers, memorial donations may be made to Kayle Phelps for the education of their children.
