She was predeceased by: her parents, George Williams and Ruth Williams (Gascell); her husband William Higdon; her son Tom Higdon; her granddaughter Felicia Craig; and her sister Susan Williams.
She is survived by: her daughter Teresa Minor (John) of Seymour; her grandchildren, Trista Poman (Michael) of Batesville and Adam Craig of Greensburg; her great grandchildren, Bailey Scoggins of Batesville, Sierra Scoggins of Batesville and Trenton Popejoy of Osgood; and her sisters, Norma Milliman of North Vernon, Margaret Ann Wilder of North Vernon, Cherril Martin of North Vernon, Donna Fugate of North Vernon and Mary Kay Fields of Columbus.
Memorials may be made through the funeral home in honor of Billie to the Family Scholarship Fund.
