He was predeceased by: his parents, David Milligan and Rosemary Milligan (Leist); his siblings, Paul Milligan and Marian McGrew (Stephen); and his daughter Susan Milligan.
He is survived by: his wife Cheryl Milligan (Ruppert); his children, Jon Mann (Kari) of Camby and Stacey Milligan Greenwood; his sisters, Patricia Miller (Robert) of Butler and Isabella Rosetto (Charles) of Greenwood; his sister-in-law Vicki Babcock; and his grandchildren, Noah Mann, Abby Mann, Ally Mann and Kayden Milligan. He is also survived by many nieces and nephews.
