He is survived by: his children, Clayton Garland (Angela) of Bedford, Teresa Andis (Eddie) of Bedford, Charles Wayne Garland, Jr. of Bedford, Joseph Garland of Avoca and Kenneth Garland of New Castle. He is also survived by eleven grandchildren; ten great-grandchildren.
