He was predeceased by: his parents, Lenard Riley and Bertie Riley (Bowman). He is survived by: his wife Martha Riley of Elrod; his daughters, Brenda Stamper of Cincinnati and Melissa Quinn (Tim) of Hebron, Kentucky; and his brothers, Charles of Booneville, Kentucky, Steve of Booneville, Kentucky, Fred of Booneville, Kentucky and Jack Riley of Booneville, Kentucky. He is also survived by six grandchildren; and three great-grandchildren.

Memorials may be given in honor of Elmer to the American Heart Association.
