He was predeceased by: his parents, Dr. James E. Winter and Margaret Winter (Dugan); his wife Cora Scott Morris Winter (Bicknell); his brother James (Cora); and his nephew David Winter.
He is survived by: his sister Margaret White (Frank); and his children, Kathleen (Morris), Miller (Lewis), Ernest Edward Morris (Glenda), Shelley Sue Morris, Melinda (Winter), Pantazis (Steve), David Bicknell Winter (Phan), John Perry Winter (Kathleen) and Frederick Charles Winter (Jody). He is also survived by seven grandchildren and five great grandchildren.
In lieu of flowers, memorial contributions may be made to Doctors Without Borders and Habitat for Humanity.
