He was predeceased by: his parents, Robert Smith Welch and Laura Wallace Welch; his wife Susan Jo Penrod Welch; his granddaughter Christy Dawn Wooten Campbell; his brother-in-law Randy Lampley; and his siblings, William Luther Welch, Robert Lee Welch, Norvin Valley Welch, Ray Newton Welch, Sallie Bertha Welch Cobb, Myrtle Katherine Welch Gossa and Maymie E. McIntyre.
He is survived by: his daughters, Carly Grubbs (Joseph, Jr.) of Lexington and Corri Moss of Lexington, Indiana; his grandchildren, Robert Wallace "Carson" Wooten and Amber Samson; his great grandchildren, Hailey Barnes, Paisley Barnes and Bryson Campbell; his pets, Shadow and Wendy; his sisters-in-law, Cathy Whiteley (Donald) of Paducah and Paula Lampley of Metropolis, Illinois; his niece Maranda (Landon); his nephew Jacob; and his great-nephew Tristyn.
