He was predeceased by: his parents, James Neal and Marie Neal; his son John Neal; his brother Richard C. Neal; and his sister-in-law Nettie Jean Neal.

He is survived by: his wife Betty J. Neal; his sons, Timothy Neal and Christopher Neal (Niesha); his daughter-in-law Raemina Neal; his grandsons, A'Dante Swanigan and Tyre; his stepmother Bernice Cholyer-Neal; his brother John D. Weatherspoon (Mildred); and his sister-in-law Linda Stewart.
