Neff (Kemp) of Hartford City; his daughter Melinda S. "Mindy" Neff of Hartford City; his grandchildren, Nicholas Johnson, Stephanie Hofmann and Morgan B. Neff; his great grandchildren, Bentley Johnson, Maverick Harrison, Montgomery Harrison and Alliah Johnson; his siblings, Cheryl "Sherry" D. Redwine (Bill) of Parker City, Joseph "Joey" D. Neff (Cheryl) of Muncie, Kahlin "Kay" S. Baker (Steve) of Hartford City, Rita L. Daugherty of Hartford City and Sheila J. Sills (Michael) of Mooresville, IN; and his mother-in-law Mary M. Kemp of Hartford City. He is also survived by several nieces and nephews.
