He was predeceased by: his parents, Harold J. Oxley and Anne Oxley (Erickson). He is survived by: his wife Joanna Oxley (Ridgeway) of Hartford City; his children, Chad J. Oxley (Dawn Winger) of Hartford City, Tobey E. Oxley (Meridith) of Charleston, SC, John Stephen Oxley (Vickie) of Iowa, Abby M. Rex (Keith) of Rainier, WA, Michael J. Sands (Meagan) of Hendersonville, TN and Bryan D. Sands (Stephani) of Hartford City; his grandchildren, Vince Oxley, Cody Forrester, Austin Forrester, Nicholas Oxley, Shelby Utterback (Nick), Emily Turner (Ryan), Ethan Sands (Annie), Jalen Sands, Cameron Sands, Ashley Aspy (Kyle), Cameron Schueler (Audrey) and Taylor Phillips; and his sister Carol Harris of Jackson, TN.. He is also survived by 12 great-grandchildren.
