He was predeceased by: his parents, James Capper and Ortha Imogene Capper (Walker); and his brothers, Harold Steven Capper and Terry Michael "Mike" Capper. He is survived by: his son James Douglas Capper Jr. (Elizabeth L.) of Hartford City; his grandchildren, Angela M. Capper, Desirae S. Umminger (Jerrick) and Alexander R. Capper; his great grandchildren, Stormy Gruwell, Dennis Dubois, Melody Dubois, Brooke Capper and Remington Umminger; and his siblings, Diane Abel of Montpelier, Lois Hall (George) of Hartford City and Greg A. Capper of Liberty Center, IN. He is also survived by several nieces and nephews.
