He is survived by: his brother I. S. (Milligan Stew); his wife Linda Milligan (McReynolds); his children, Michael Milligan (Suzanne), Shaun Milligan (Stacy) and Kelly Ryan (Matt); his grandchildren, Logan Ryan, Raven Milligan, Maceo Milligan, Reah Milligan and Lilyanne Milligan; and his sister Dee Milligan.
