He was predeceased by: his parents, Odie C. Phillips and Theda I. Phillips (Edwards); his son Victor Phillips; and his siblings, Jay Phillips and Phyllis Harless.
He is survived by: his wife Shirley Jean Phillips (Ward) of Frankton; his sisters, Dixie Carpenter of Muncie and Anita Jenkins of Chesterfield; and his grandchildren, Misty, Kelly, Sarah, Matt, Mandy, Spencer, Jack, Carly and Katie.
Memorial contributions may be made to the Frankton Elementary School Goodwill Fund or the American Heart Association, and envelopes will be provided at the church.
