He was predeceased by: his parents, Clifford Baxter and Ellen Baxter; his wife Ruth Baxter (Landes); and his brothers, David, Doug and Ronald Baxter.

He is survived by: his son Jeffrey Scott Baxter; and his sister Elaine Eme.
