He was predeceased by: his parents, Robert Tilkins and Theda Tilkins. He is survived by: his wife Debora Tilkins (Woods); and his children, Billy Tilkins II (Dawn), Christina Norris (Aaron), Jennifer Swygart William and Carin Dukes (Dana).
