He is survived by: his children, Shawn Phelps (Melanie) of Owensboro and Shelley Howell (Patrick) of Evansville; his grandchildren, Maci Lane Morris of Evansville, Winston Wayne Howell of Evansville, McKeelyn Nicole Howell of Evansville, Brooklyn Lorene Phelps of Owensboro, Madilyn Grace Phelps of Owensboro and Emma Faith Phelps of Owensboro; and his siblings, Philip Phelps, Sheila Abney, Benny Phelps, Dennis Phelps and Donna Perry.
