He is survived by: his mother Edna Baxter Sr. (Weiss) of Dillsboro; his former wife Kathryn Green; his wife Kathryn "Katie" Baxter; his children, Justin Baxter of Dillsboro and Rachel Baker (Bill) of Dillsboro; his siblings, Gary Baxter (Judi) of Dillsboro, Jeffrey Baxter (Chasity) of Milan, Gloria Baxter of Dillsboro and Peggy Jo Baxter Richards (John) of Florence, Kentucky; and his grandchildren, Tyra, Tyler and Tylee Baker.

Memorials may be given in honor of Harold to P.A.W.S. of Dearborn County or to the Moores Hill Church of Christ.
