He was predeceased by: his parents, Fred O. Tarter and Francis Jeanette "Pat" Tarter (Lehman); and his brother Chris Tarter. He is survived by: his wife Kristi Tarter; his daughter Emily Rose Tarter; his stepdaughter Elizabeth (Brad); his stepgrandchildren, Kristin and Jonathon Kabzinski; and his sisters, Sheila Runkle (Randy), Cheryl Tarter, Sandra Smith (Tom) and Shelly Fry. He is also survived by several nieces and nephews.
