He was predeceased by: his parents, Ernest Phegley and Mary Phegley (Veale); and his siblings, Debbie Bunner and Ernest Phegley, Jr.. He is survived by: his children, Michelle Smith and Ralph Leon Phegley, Jr.; his nephew Shane Bunner (Ashley); and his nieces, Miranda Jones and Marci Gemmecke. He is also survived by three grandchildren and several great-nieces and great-nephews.
