With heavy hearts, we announce the death of Judith L. Milligan of Carmel, Indiana, born in Indianapolis, Indiana, who passed away on September 9, 2021 at the age of 83. Leave a sympathy message to the family on the memorial page of Judith L. Milligan to pay them a last tribute.

She was predeceased by: her parents, Dale Herbert and Dorothy Ruth Allison (Schlegel); her son Robert Dale Milligan; and her brother Richard Allison. She is survived by: her husband James Richard Milligan; her daughters, Dee Wickham (Timothy) and Jamee Delory (Dave); and her close friend Vern Stetzel. She is also survived by four grandchildren and six great grandchildren.

In lieu of flowers, memorial contributions may be directed to Carmel Clay Public Library Foundation.
