She was predeceased by: her parents, Leon Smith and Reba Juanita Smith (Freeman); her siblings, Bernita Frazier, Escar Smith and John Smith; and her son Phillip W. Toms.
She is survived by: her husband Allen Wayne Carter; and her children, Linda West (Daniel), Venita Toms, Robert Carter (Rosemary), Gary Toms (Heather) and Allen W. Carter II. She is also survived by her 21 grandchildren, her 13 great grandchildren.
