She was loved and cherished by many people including: her parents, Danny K. Combs and Annis Faye Combs (Payne) of Garrett; her husband Seth Tipton of Avilla; her children, Liberty and Truman; her grandmother America "Liz" Payne of Avilla; her brothers, Devin Combs of Avilla and Daniel Combs of Garrett; and her grandfather Edward Payne.

Memorial donations may be made in Jessica's name to Noble County Humane Society or St. Mary's Catholic School.
