He was predeceased by: his parents, Wilbur E. Hoover and Olive J. Hoover (Beason); his wife Jennifer Hoover; and his siblings, Gary L. Hoover, Ronnie E. Hoover and Marilyn J. Bustos.

He is survived by: his daughter Charity Elaine Hoover; his grandchildren, Sadie Mae Walters, Elianna Elaine Hoover and William James Walters; and his siblings, Peggy Kirby and Danny J. Hoover (Melody).
