He was loved and cherished by many people including: his parents, Charles, Sr. Wiley and Marilyn Wiley (Manwaring); his spouse Lee Ann Vegher; his son Charles "Chuck" Badgley; his stepchildren, Brandon Bryant of Alton and Jamie Bryant of Alton; and his siblings, John Wiley of Alton and Vicki Ehlers of Bunker Hill.
Memorials are suggested to Shriner's Hospital for Children or Masonic Lodge in Staunton.
