He is survived by: his wife Vickie; his daughters, Amy Phelps of Villa Grove, IL and Julie Kappes of Waverly, IL; his grandchildren, Tyler, Joshua Dalton (Yeslie) of Royal, IL, Victor, Vinnie Kappes of Waverly, IL and Violet Kappes of Waverly, IL; his great grandchildren, Angelinee Dalton and Oliver Dalton of Royal, IL; his brother-in-law Raymond Wimmer of Urbana, IL; his father Jim Phelps of Urbana; and his siblings, Sharon Slade (Dick) of Champaign and Jim Phelps of Fayetteville, NC..

All guests are required to wear a mask in the building.

In lieu of flowers memorial contributions may be given to the Special Olympics.
