He was predeceased by: his father Sherman Phelps; his grandfather Lynn Phelps; his mother Mabel Phelps Farley (Lye); and his grandparents, Lettie Phelps, Will and Bertha Lye.

He is survived by: his uncle Alan; his cousins, Bob, Lynette, Barb and Keith; his wife Norrain Phelps; his son Steven Phelps (Elizabeth); his siblings-in-law, Brud and Barb Fox; his son Doug Phelps; his daughter-in-law Vickie Phelps; his parents-in-law, Clara and Lorenzo Fox; and his siblings, Patricia Frieders and Leon Phelps.

Visitation was held on Tuesday, April 22nd 2025 from 9:30 AM to 11:00 AM at the Westminster Presbyterian Church (10 N Edgelawn Dr, Aurora, IL 60506). A funeral service was held on Tuesday, April 22nd 2025 at 11:00 AM at the same location.

In lieu of flowers, a memorial has been established in Ted's name. Checks may be made to the "Theodore Phelps Memorial" and mailed in care of P.O. Box 66, Elburn, 60119.
