He was predeceased by: his parents, Donald Phelps and Helen Phelps (Willis); his son Thomas Phelps; and his brother James Phelps. He is survived by: his mother-in-law Sarah Blakemore; his wife Sarah Phelps of Streator; his daughter Karen Weldy (Devon) of Wakarusa, Indiana; his daughter-in-law Sherry Phelps of Streator; his siblings, Joyce Taylor of Vandalia, Sandy Phelps of Vandalia and Robert Phelps of Vandalia; and his sister-in-law Brenda Phelps. He is also survived by 5 grandchildren; 3 great grandchildren.
