He was predeceased by: his parents, Bennie F. Phillips and Thelma M. Phillips (Ayres); his daughter Margaret Phillips; and his grandson Michael Burroughs. He is survived by: his wife Hazel F. Phillips of Staunton, IL; his children, Billy Phillips Jr. of Casey, IL, Floyd Phillips of Casey, IL and Susan Bond (Gary) of Fort Worth, TX; and his stepson Gene Coe (Julie Matesa) of Livingston, IL. He is also survived by 12 Grandchildren and 19 Great Grandchildren.
