He was predeceased by: his parents, Arthur Phelan and Margaret Phelan; his wife Margaret Phelan; his children, Mark J. Phelan and Mary Kruger; his brother Leo Phelan; and his mother-in-law Isabel Weston.
He is survived by: his sons, John Phelan (Kathy) of Seneca and Matt Phelan (Becki) of Ransom; his grandchildren, Elizabeth Depew (James), Katharine Kinzler (Stephen), Andrew Kruger, Brittani McQueen (Ryan), Raquelle Scott (Greg), Bennett Phillips and Max Phillips; his great grandchildren, Jerimiah Depew and Zachariah Kinzler; and his brothers, Edward Phelan (Barbara) and Luke Phelan (Judy). He is also survived by numerous nieces and nephews.
