He was predeceased by: his parents, Homer M. Winter and Virginia Winter (Yost); and his sister Joy Garlock. He is survived by: his wife Lorre L. Winter of Salem; his children, Steve Giesler (Sandy) of Shumway, Amanda Marie Dukes (Mark) of Lebanon and Samanthia Lemarr of Salem; and his brother-in-law Bill Garlock of Atoka, Tennessee.. He is also survived by 11 grandchildren; 10 great grandchildren.
In lieu of flowers, memorials may be made in Howard's memory to either Cardinal Glennon Children's Hospital or the Salem Animal Shelter.
