He was loved and cherished by many people including: his father Otis Carter Jr.; his wife Lauretta Carter; his children, Otis L. Carter IV (Molly Carter), Christina Thomas (Mark Thomas) and Sarah Ahmed (Sakid Ahmed); his grandchildren, Barrett, Tate, Liam Carter, Caleb, Kate, Naomi, Jude Thomas, Naveed, Kian and Ayana Ahmed; his mother Jean Braun; his mother-in-law Jean Bregenzer; his siblings, Pam Dawson (Bill Dawson), Britt Carter (Vicky Carter) and Brian Braun (Lucy Braun); his stepbrother Jeff Miller (Marilyn Miller); his grandparents, Otis, Nina Carter and Clara Dove; his stepmother Grace Carter; his father-in-law James Bregenzer; and his brother Chris Braun. He was also cherished by many nieces, nephews, cousins, and in-laws.
In lieu of flowers, the family welcomes donations to the Winthrop P. Rockefeller Cancer Institute at UAMS.
