He was predeceased by: his parents, Vernon Russell and Ruth Russell (Taylor); his daughters, Alissa and Brittany; and his sister Marjorie Taylor.

He is survived by: his wife Rose of Roseville, His; and his children, Marina Quick (Darrin), Chris Perkins (Dan), Jeremy Russell (Chrissy) and Tiffany Russell (Shawn Greathouse).

Memorials may be made to the Phil Russell Memorial Fund.
