He was predeceased by: his parents, Edward Carter and Ruth Carter (Todd); and his brothers, Floyd, Bob and Don Carter.
He is survived by: his spouse Shirley Stultz; his children, Kim Carter, Scott Carter (Sue Gavinsk), Polly McCombs (Jay) and Sue Jack (David); his grandchildren, Brandon Jack (Ashley), Brock Jack (Sara), Blake Jack, Kayla McCombs and Kelsey McCombs; his great grandchildren, Eli Jack and Emette Jack; and his sisters, Edith Matteson, Vivian Emmert and Dottie Noegel. He is also survived by many numerous nieces and nephews.
