She was predeceased by: her parents, Leonard O. Skaggs and Minnie V. Skaggs (Fulton); her husband Elmer Milby; her son William "Bill"; her grandparents, David, Lucy Milby Skaggs, John and Margaret Fulton; her siblings, Clyde Skaggs, Verble Lindsey and Viola Schultz; her granddaughter Brianna Menchaca; and her great grandchild Brealynn Aurora Menchaca.
She is survived by: her daughter Connie Carter of Rock Falls; her daughter-in-law Kathleen Milby of Rock Falls; her sister-in-law Joyce Devers (Earl) of Rock; her son Larry Park of Rockford; her grandchildren, Edwin Anderson of Fort Walton Beach, FL, Amber Peugh (Phillip) of Rock Falls, Angela Dunagan (Patrick) of Pekin, IL, Vicente Menchaca (Bonnie Novia) of Rock Falls and Mariel Kester (Kody) of Rock Falls; her great grandchildren, Javes, Amya, Mariah, Jerry, Shawn, Danielle, Alannah, Donavan, Christian, Antionette, Alyse, Kallin, Kayson, Derik, Oscar, Priscilla, Hendrix and Tayson; and her great great grandchild Nash.
