He was predeceased by: his parents, David Miligan and Janet Dietz (Baker); and his sister Crystal Richmond. He is survived by: his sons, David Milligan (Taunyn) of Fairland, IN and Jonathan Milligan (Jennifer) of Greenfield, IN; his grandchildren, Jaecen and Savannah Milligan; and his siblings, Jeff Milligan of Harrisburg, Terry Milligan of Atlanta, IL and Nancy Williams of Shawneetown, IL. He is also survived by numerous nieces and nephews.
