He was predeceased by: his parents, Jerry L. Phipps and Dorothy M. Carey Phipps; and his sister Betty Jane. He is survived by: his former wife Natalie Miller; his son Andrew Phipps; his stepson John Colley of Odenton, MD; his stepgranddaughters, Alyssa and Jessica Colley; his sister Jerri; his brother-in-law Wendell Curtis; and his brothers, Charles B. Phipps and Billy Joe Phipps (Jennifer Hornback). He is also survived by several nieces and nephews.
