He was predeceased by: his parents, Glenn H. Phillips and Ressa L. Phillips (Hackett); and his brother Donald E. Phillips. He is survived by: his wife Ruth A. Satterfield of Peoria; his children, Steven Phillips (Rosa) and Annette Lacey (Mike) of Hudson, OH; and his grandchildren, Rosa Ortega, Stephany Ortega, Michael Lacey, Jacob Lacey, Samuel Lacey and Hannah Lacey.
