He was predeceased by: his parents, Lawrence Q. Carter and Pearl Carter (Blake); and his sisters, Rose Carter and Judy Carter. He is survived by: his spouse Judith Bowden; his children, Timothy Carter (Karen) of Dunlap and Elizabeth Blumenshine (Blake) of Washington; his granddaughters, Abigail Swingler (Jamie), Amanda Carter, Devon Blumenshine and Brooke Blumenshine; and his stepchildren, Kenny Callahan and Bev Callahan. He is also survived by two step-grandchildren; and many nieces and nephews.
