He was loved and cherished by many people including: his parents, George C. Fay and Maxine Fay (Kimzey); his wife Judith C. Betson; and his sons, Craig Richards of Washington, Todd Richards (Shannon) of Aberdeen, MD and Troy Gibbons of Elmwood. He was also cherished by eight grandchildren and three great-grandchildren.

Memorial contributions may be made to a charity of the donor's choice.
