He was predeceased by: his parents, Alfred Phelps and Flossie Phelps (Stanford); his former wife Louise Maxine Phelps (Russell); his son Marvin Dean Phelps; his daughter-in-law Vickie Phelps; his stepdaughter Kathy Oliver; his brother James Phelps; and his siblings-in-law, David Davis and Pat Phelps.
He is survived by: his wife Doris Marie Phelps (Lane); his children, Jerrell Wayne Phelps (Jean) of Opdyke, Kenneth Dale Phelps of Opdyke, Joyce Louise Pitts (David) of Opdyke, Debbie June Bryant (George) of Opdyke, Robert Jaegers (Deanna) of Enfield, Randy Jaegers of Mount Vernon and Kenny Jaegers (Anastasia) of Waltonville, Illinois; his children-in-law, Teresa Phelps of Mount Vernon and Steve Oliver of Evansville, Indiana; his grandchildren, Melissa "Missy" Anderson, Darren Phelps, Shannon Rasnake (Rob), Shawn Andrews, Joshua Andrews, Brandy Cook (Wyett), Carrie Woodcock (Tony), Laura Moyer (Eric), Rachel Taylor (Adam), Kristin Spears (Paul), Bethany Phelps, Cindy Bundy, Robbie Jaegers, Megan Jaegers, Keisha Higgins, Gavon Jaegers, Randy Jaegers and Kandus Jaegers; his siblings, Freda Halfacre (Glen) of Iuka, Phyllis Davis of Salem and Harold Phelps of Centralia, Illinois; and his sister-in-law Deanne Phelps of Dix, Illinois. He is also survived by many loving great-grandchildren and great-great-grandchildren.
Memorials may be made in Dean's honor to Black Oak Ridge Cemetery.
