He was predeceased by: his parents, Harry G. Starks and Verda Starks (Corder). He is survived by: his wife Della Marie Allen; his children, Gayle Fickas (Frederick) of Girard, Brenda Bain (David) of Girard, P. Scott Starks (Jolinda) of Girard and Todd Starks (Dana); and his sisters-in-law, Lynn Starks and Karen Starks. He is also survived by 11 grandchildren, 17 great grandchildren.
