He was predeceased by: his parents, Charles Starr and Cinda Garren (Wilson). He is survived by: his fiancée Jessica Rainey of Mount Vernon, Illinois; his children, Sindy Kloepping of Freeport, Danielle Desjardins of Mount Vernon, Sydney Bockhol (Adam) of Centralia, Jodi Starr of Centralia, Illinois and Brandon Leneave (Samantha) of Bluford, Illinois; his sisters, Stephanie Thomas of Imperial and Stacey Talbot (Todd) of Panama City, Florida; and his nephews, Neal Capps of Imperial and Alex Capps of Juneau, Alaska. He is also survived by five grandchildren.
