He is survived by: his wife Diane Cochran Milligan; his children, Mary Lynn Milligan, Timothy Dale Milligan and Mark Wayman Milligan; his daughters-in-law, Karen Milligan, Nancy Milligan, Joy Milligan and Cheryl Milligan; and his grandchildren, Robert Michael Milligan, Taylor Milligan, Savannah Urquio Tinin, Jennifer Milligan Van Deventer, Jeremiah Milligan, Megan Milligan Dresden, Hope Louise Milligan, Charity Renee Milligan Tyler, Jessica Milligan, Samantha Ashley Milligan Williams and Madison Milligan. He is also survived by thirteen great-grandchildren.
