He was predeceased by: his parents, James Edwin Blackburn and Julia Jane Blackburn (Hubbard); and his brother Jim Blackburn. He is survived by: his wife Margaret "Marge" Blackburn; his children, Paul W. Blackburn, Jr. (Janice) of Fort Wayne, Alexia Cundey (John) of Atlanta, Georgia, Erica Johnstone (Thomas) of Denver, Scott Hofmeister of Swansea, Craig Hofmeister (Shanna) of Belleville and Candie Quinn (Ritchie) of Baton Rouge, Louisiana; and his brother John Blackburn (Vita) of Columbus, Ohio. He is also survived by fourteen grandchildren; eight great-grandchildren.

Memorials may be made in Paul's honor to Saint Mary Immaculate Conception Catholic Church.
