He was predeceased by: his parents, John Garrett and Twila Garrett of Crystal Lake, IL.; and his brother Joseph Charles Garrett. He is survived by: his wife Ann Michele Garrett (Rosson); his children, Joseph Charles Garrett, II of Herrin, IL, Matthew Alexander Garrett (Mackie) and Katherine Valerie Garrett (Marvin Miller); his grandchildren, Maia Garrett of Iowa City, IA and Wesley Patrick Garrett Miller of Makanda, IL; his sisters, Jeannine Garrett of Tuscola, IL and Ruth Ann Sarro of Marshfield, WI; his brother-in-law James Forrest Rosson, Jr. of Knoxville, TN; and his pet Bill. He is also survived by several nieces and nephews.
