He is survived by: his wife Donna Phelps (Smith); his children, Eric Phelps of Bluford, Illinois, Shandi Morales (Matt) of Bluford, Illinois and Mandi Morales of Bluford, Illinois; his stepchildren, Benjamin Smith (Carrie Bullington) of Mount Vernon, Amanda Porter (Jeremy) of Mount Vernon and Justin Smith (Tiffany) of Mount Vernon, Illinois; his grandchildren, Vincent, Logan, David Morales, Thorin Palmer, Alaysha Porter, Ashton Smith, Jalynn Wheeler and Summer Smith; his stepmother Donna Garrison; and his siblings, Donald Phelps (Sheila) of Opdyke, Richard Phelps of Mount Vernon, Anthony Phelps of Carbondale, Illinois, Crystal Walter (Stefan) of Michigan and Tiffany Reidelberger (Scott) of Benton, Illinois. He is also survived by several nieces and nephews.
