He was predeceased by: his parents, Hilbert Kemper and Helen Marie DeWitt Kemper; his son Steve Kemper; his adoptive daughter Sarah Kemper; his great grandchild Cael Welty; and his siblings, Herbert, Edward, Lyle, John Kemper and Patricia Lichtsinn.
He is survived by: his wife Sandra Kemper of Mt. Sterling; his daughters, Jeanette Blickhan (Dennis) of Mendon, Angela Lewis of Griggsville and Barbara Mason (Dave) of Mt. Sterling; his adoptive children, Kayla Kemper of Quincy and Eric Kemper of Ocheyedan; and his siblings, Carl Kemper (Debbie) of Mt. Sterling, Freda Collins of Mt. Sterling, Ernestine Lichtsinn of Timewell and Pauline Peterson (Bill) of Clayton. He is also survived by 8 grandchildren and 8 great grandchildren.
