He was predeceased by: his parents, Alva Phillips and Ruth Phillips; and his daughter Donna Phillips. He is survived by: his wife Kathy Ellyn Phillips; his son Doug Phillips (Angie) of Dulac Louisiana; his siblings, Doris Guinn, Vera Zigler, Ailene Anderson, Sylvia Johnson, Barbara Brooks and Kathy Brooks; and his close friend Jay Culbertson.
In lieu of flowers, memorial donations may be made in Herschel's memory to the Carmi American Legion or Carmi VFW and will be accepted at Campbell Funeral Home, 609 W. Main St., Carmi, IL 62821.
