He was predeceased by: his parents, Luther L. Phelps and Bertha M. Phelps (Spracklin); and his siblings, Cecil Phelps (Pauline), Betty Stephens, Charlie Phelps (Earleen), Irma Atkinson (Jack), Herb Phelps (Ruby), Gene Phelps and Dale Phelps.
He is survived by: his wife Owen of Mattoon, IL; his children, Alan Phelps (Connie) of Effingham, IL, Chris Casto (Dave) of Supply, NC and Jeff Phelps (Lisa) of Clarksville, TN; his sister-in-law Barbara Phelps of Shelbyville, IL; and his grandchildren, Brandon Whightsel (Addie), Tracy Harpster (Val), Erin Lawler (Will), Ashley Jansen (Dan) and Tricia Partlow (Adam). He is also survived by six great grandchildren; and many nieces and nephews.
